Not all policies are found in legal resources. Some are policies created by an overseeing body (i.e., NFL) or created locally (i.e., Pitt County Schools) and govern the situation under their purview.
Look for the web pages of the institution or contact them directly if the policies are not readily available online.
Policy can often be detected from journal articles, so try using the word 'policy' or 'policies' in your search strategy when searching for articles:
